CFO/President
Ms. Norris joined NHDC's Board of Directors in 2009 and is the current Chief Financial Officer and acting Executive Director. Carol is a long-time resident of Northtown whose roots in the community reach back three generations. Carol’s family first came to the area in 1909; Carol and other close family members still call the Northtown Community home. Carol has been an active volunteer on many neighborhood advisory committees since the early 1980's. A retired Albertson's manager, she is now devoting her passion and time to the NHDC community.
Carol Norris
Carol was honored at a ceremony for Women of Distinction” in June 2014 at the 10th Anniversary of the Women of Distinction Awards held by Senator Mike Morrell for truly making a difference through their volunteerism, dedication, and service to their community. Northtown Housing Development Corporation is proud Carol isa major part of Northtown Housing Development Corporation, and we value her accomplishments and her passion in giving back to her community.
When appointed Executive Director by the Northtown Housing Development Corporation, Carol and her staff, have aggressively pursued funding for new projects and in May of this year Northtown Housing was awarded funding to rehabilitate one of its projects. Carol and her staff are also working with the City of Rancho Cucamonga for new funding to remodel and build Senior and Veteran Housing. Carol has brought new leadership and a can-do attitude to Northtown Housing. She is instrumental in raising programs donations and a growing volunteer base to help without Cinco de Mayo, Community programs, Senior Housing projects and our Social Services. Now with the passing of Proposition 41, (Funding for Veteran Housing) Carol and her staff are now gearing up to apply for monies for our Veterans to build much needed housing. Carol Norris is just the person Northtown Housing Development Corporation needs in its future.

Secretary/Treasurer
Mr. Rincon has been on the NHDC Board as of 2006. He has lived in the City of Rancho Cucamonga for the last thirty plus years and has served on the Cucamonga Elementary School Board of Trustees for 14 years. Mr. Rincon has coached AYSO soccer and has been a Boy Scout leader. He has also worked for the Los Angeles County Marshal’s Department and retired from the Los Angeles County Sheriff Department in 2002.
Julian Rincon
Julian is an Army Veteran serving in a Special Operations Unit in Vietnam and received an honorable discharge. He attended Pasadena City College where he received his Police Officer Standard and Training (POST) Certificate and continued his advance training at Rio Hondo College. He received the Valor Award from the Los Angeles Board of Supervisors and the Marshal’s Department for saving a person's life from a burning vehicle and has been honored by the Marshal’s Department with Officer of the Year Award.
Julian has given to the community his entire life, currently he is serving on the Northtown Housing Development Corporation Board of Directors to continue affordable housing for low-income families in the inland Empire. This year 2014, Julian received from Honorable Mike Morrell, Assemblyman 40th Assembly District the “Patriots of the Past, Present and Future” award for civic duty and social responsibility. He has served as President, Vice-President and is currently Secretary of NorthTown Housing Development Corporation.

Mr. Fuertez has been active in community affairs in the Northtown neighborhood for more than 30 years. A local businessman, he was a mayoral appointee to the Rancho Cucamonga Citizen's Housing Task Force in 1989. Mr. Fuertez served as a member of the Northtown Neighborhood Steering Committee and became a Board Director and the corporation's first Chief Financial Officer when NHDC was incorporated in 1993.
